    The Committee on Political Subdivisions moves to amend the bill on page 2, line 1, by striking subsection (a) in its entirety and inserting in lieu a new subsection (a) which reads as follows:

“(a) Notwithstanding the provisions of article two, chapter twenty-four-a of this code, the governing body of a Class I or Class II municipality may, by ordinance, regulate certain aspects of taxis and taxi stands, as provided in subsection (b), of a common carrier by motor vehicle located within corporate limits of municipality or not farther than five miles beyond those corporate limits: Provided, That a common carrier by motor vehicle located within that five mile area provides taxi cab service to that municipality.”
